T.R. Raghunandan is an advisor to Accountability Initiative and ISDM's consultant on decentralisation, anti-corruption and heritage conservation. Formerly in the Indian Administrative Service (IAS), he was Joint Secretary, Government of India, Ministry of Panchayati Raj and was Secretary Rural Development and Panchayat Raj in Karnataka.
Currently he is an advisor to Login Asia. More recently, he was a consultant with the UNDP in Timor Leste and to the World Bank on centrally sponsored scheme reforms. He also co-founded the non-profit Avantika Foundation, working on decentralised public governance and heritage preservation.
Raghunandan has a B.Sc. in Zoology and a law degree from Delhi University.
