T. R. Raghunandan

T.R. Raghunandan is an international consultant and advisor to development agencies, governments, and nonprofit institutions on anti-corruption and decentralised public governance. He is currently an advisor to Login Asia and has recently worked as a consultant with UNDP in Timor Leste and with the World Bank on centrally sponsored scheme reforms.

With over twenty-six years of experience as a senior Indian Administrative Service (IAS) officer, he has held executive, corporate management, and policy-making roles at both state and national levels. His expertise lies in policy formulation on local governance, decentralisation, and anti-corruption, along with training and mentoring in governance systems. He is also the co-founder and director of the Avantika Foundation, a nonprofit working to build the Museum of Movement showcasing India’s transport heritage. At ISDM, he also teaches the course Understanding State Capabilities.
