T. R. Raghunandan
Raghunandan is an international consultant and advisor to development agencies, governments, and nonprofit institutions on anti-corruption and decentralised public governance. He is currently an advisor to Login Asia and has recently worked as a consultant with UNDP in Timor Leste and with the World Bank on centrally sponsored scheme reforms. He teaches the course Understanding State Capabilities.
With over twenty-six years of experience as a senior Indian Administrative Service (IAS) officer, he has held executive, corporate management, and policy-making roles at both state and national levels. His expertise lies in policy formulation on local governance, decentralisation, and anti-corruption, along with training and mentoring in governance systems. He is also the co-founder and director of the Avantika Foundation, a nonprofit working to build the Museum of Movement showcasing India’s transport heritage. Outside his professional work, he is an expert restorer of vintage cars, collector of antique clocks and radios, and a skilled model maker focused on railway heritage.
